Omaha is Nebraska’s largest city and the economic engine of a metro that spans Douglas, Sarpy, and Washington Counties on the Nebraska side and extends across the Missouri River into Council Bluffs, Iowa. Fence contractors here work a market defined by rapid suburban expansion in communities like Papillion, Bellevue, and Elkhorn — where new subdivisions are going up continuously and HOA-governed communities have made material selection and height compliance a routine part of every residential project. Omaha’s soils are predominantly loess-based, the wind-deposited silt that blankets much of eastern Nebraska and offers reasonably good drainage, but the expansive clay lenses that occur throughout the metro can still cause post movement in wetter years.

Omaha Zoning & Permit Guide
City of Omaha: The Omaha Planning Department requires a permit for most permanent fence installations within city limits. Standard residential zoning allows rear and side yard fences up to 6 feet and front yard fences up to 4 feet. Omaha’s older established neighborhoods like Dundee and Benson have their own character but follow the same city zoning standards.
Sarpy County (Papillion, Bellevue, La Vista): These fast-growing communities each operate their own building departments. Papillion and La Vista both require permits for permanent residential fences. Bellevue, as a separate city, also has its own process. HOA activity in Sarpy County’s newer subdivisions is very high — always check your covenant documents first. See our FAQ on fence permit requirements.
Washington County (Valley, Elkhorn area): Valley is in Douglas County and follows county zoning outside Omaha city limits. Properties in the rapidly growing Elkhorn corridor west of the city should confirm whether they fall within Omaha’s annexed boundaries or remain under Douglas County jurisdiction.
Wind Considerations: Omaha sits on the Great Plains where sustained winds and seasonal storm systems are a constant factor. Ask your contractor about post spacing and panel bracing for wind resistance in Nebraska’s open terrain.
Pool Safety: Nebraska pool barrier requirements mandate a minimum 48-inch (4-foot) enclosure with self-closing, self-latching gates. Learn more about making your fence pool code compliant.
Utilities: Nebraska law requires calling Nebraska 811 at least two working days before any digging begins.
