Fence height limits in Jacksonville

• Front yard: 4 feet. No fence over 4 feet is permitted in a required front yard in a residential district (Zoning Code §656.402(b)).
• Maximum anywhere in a residential district: 8 feet. Toward the rear of the property, a fence may go to 8 feet. Height is measured from existing grade to the top of the fence, excluding pilasters and other architectural features, on the property owner’s side of the fence — which matters on a sloped or filled lot.
• Corner-lot exception. A fence up to 6 feet is allowed in one required front yard where that yard fronts a street classified collector or higher, the principal structure faces the lesser street, and the fence is not forward of the front plane of the house. Lots with more than one front yard can also go to 8 feet in one of them if approved as part of site plan or sketch plan approval.
• Visibility triangle. On corner properties a visibility triangle has to be kept clear for traffic safety. The fence rules are expressly subordinate to Ordinance Code Chapter 804, and where the two conflict the more restrictive one controls — so confirm the triangle dimensions with the Zoning Section for your specific corner rather than eyeballing it.
• Permits. The city’s own fencing guidance indicates a residential fence generally does not require a building permit, and its building department notes that when a permit is already pulled for a new building or addition, separate permits are not required for fences and walls. Zoning approval still applies regardless — and in a historic district a Certificate of Appropriateness is required whether or not a permit is.
• Pool barriers. Florida Statute 515.29 requires a barrier at least 4 feet high on the outside, no gaps a child can crawl under, squeeze through or climb over, and gates that open away from the pool, self-close and self-latch with the release on the pool side. Jacksonville’s Private Swimming Pool Safety Affirmation checks for a barrier at least 48 inches above adjacent grade and self-closing, self-latching hardware installed at least 54 inches above the threshold.

Springfield and Riverside Avondale

Jacksonville has two locally designated historic districts — Springfield and Riverside Avondale, including the St. Johns Quarter — and their adopted Fencing and Wall Guidelines are considerably tighter than the citywide code. A Certificate of Appropriateness is required for site work including fencing, driveways and sheds, regardless of street visibility or permit status.

Inside those districts: fencing in front and secondary front yards may not exceed 4 feet and walls may not exceed 3 feet; back-yard fencing may not exceed 6 feet, with 8 feet allowed between residential and non-residential uses. Permitted fence materials are wood (stockade, board-on-board, picket), cast iron, wrought iron, and masonry columns with wrought iron between. Walls may be stucco, brick or CMU block. Prohibited: vinyl, chain link, chicken and hog wire, and metal panels visible from the street; stone and poured concrete walls; and horizontally oriented fencing, since vertical fencing is the predominant design in the districts.

What Jacksonville’s climate does to a fence

Duval County sits in the highest-wind band of northeast Florida. The Ordinance Code splits the county along the St. Johns River and I-95: for ordinary residential structures the design wind speed is 130 mph east of that line and 125 mph west of it. Fences are not engineered to the same standard as a building envelope, but it is a fair benchmark to hold bids against — ask about post depth, footing diameter and post spacing rather than accepting a flat price per linear foot.

Wood in ground contact has a hard time here. UF/IFAS Extension documents both native subterranean termites and the invasive Formosan subterranean termite active in Jacksonville. Ask what retention level the pressure-treated posts carry, and whether the fence bottom is held clear of the soil. Much of the city also lies in mapped flood hazard areas along the St. Johns and its tributaries, where the city advises checking with the Building Inspection Division before building, altering, re-grading or filling.
